  5. Rank 5: Reduces the mana cost of your Healing Touch and Tranquility spells by 10%.

How to reach Tranquil Spirit

Row 4 opens after you spend 15 points in the earlier Restoration rows. Level 25 is the earliest you can pick up Tranquil Spirit.

Is Tranquil Spirit worth the points?

Every rank makes the effect stronger, so putting in a few points while leveling is totally fine. Max it when the final rank is the heart of your endgame build. And if you only need it as a stepping stone, no shame in stopping early.
